Dr Talita Dias is a Senior Research Fellow at the University of Exeter, where she is directing the project ‘Advancing the Application of International Law in the Cyber Context in Africa’. Dr Dias is an international lawyer and a co-founder of the Oxford Process on International Law Protections in Cyberspace, based at the Blavatnik School of Government. She is the author of Beyond Imperfect Justice and a co-author of the Handbook on Developing a National Position on International Law and Cyber Activities, having previously held academic and research positions focused on the intersection of technology and human rights. By bridging the gap between international law and technical developments, she offers practical and scholarly insights into how states and organisations can navigate the complex legal protections necessary for a secure and rights-respecting digital environment.
